How can the ENP be the prophesied covenant if the 70th Week will last 2,520 days, yet seven solar years is over a month longer than that?
I believe that the Antichrist will make or confirm a deal with Israel and her neighbors, and it will last 2,520 days, or 7 years at 360 days per year (since a Jewish month consists of 30 days). After 1,260 days, or half way through the 2,520 days, the Antichrist will break the agreement and will desecrate the Third Temple in Jerusalem. Then the Great Tribulation will begin.
It can be proven that the first 69 of the 70 weeks of years (Daniel 9:24,25) consisted of 360 days/year. Since the European Neighborhood Policy extends for 7 years (2007-13), how can you logically and legitimately say that the final (70th) week of 7 years (Daniel 9:27) will run at 365 or 366 days/year? It is inconsistent, and God is never inconsistent. Seven of our (solar) years consist of 2,556 or 2,557 days--well over a month longer than the prophesied 2,520 days.
Try as we may, we cannot force 7 years on today's calendar into 2,520 days. Maybe we should try to stick with what Scripture and history tell us, rather than try to make an argument about something that is vague and imprecise.

You have made an incorrect assumption about what you think I have written. Perhaps you have not read both Parts 1 and 2 of my European Neighbourhood Policy and Daniel 9:27 commentary.
Like you, I believe that the 70th Week (seven year "week" of the Daniel 9:27 prophecy), most likely, will be equivalent to 84 months of 30 days each, or 2,520 days, the last half of which will be 1,260 days (Revelation 11:3, 12:6). Part of this, of course, is speculative on our part, since the Bible indicates only that the final half of the 70th Week will last for 1,260 days.
However, since Daniel 9:27 seems to specify that the "abomination that causes desolation" will occur in the middle of the seven years, then it is reasonable to assume that the initial half of the 70th Week also will consist of 1,260 days. Therefore, we agree that the 70th Week very likely will last for a total of 2,520 days.
Of course, the 70th Week is not dealing with 7 of our 365/366-day years, nor have I said anywhere in any of my commentaries, nor anywhere else at my website (of which I am aware, anyway), that it is. You yourself said that the first half of the 70th Week would consist of 1,260 days. I agree that this very likely will be the case.
It is true that the "kick-off" date of the European Neighbourhood Policy was January 1, 2007. However, that date is insignificant to me, because it is a designated date of the European Union's choosing, on their calender, and has nothing to do with God's time frame. The European Neighbourhood Policy was funded on October 17, 2006, and established a week later on October 24, 2006. These are the dates that are significant to me.
If you add 1,260 days to October 17, 2006, you will arrive at March 30, 2010. Do the math. March 30, 2010, is Passover, and the week following (through April 6) is Passover week. In fact, if you add 1,260 days to any day of the week of October 17-24, 2006, you will arrive at a day in Passover week 2010.
In the first and second temples, the ancient Israelites performed many sacrifice and offering rituals during the week following Passover (which actually is called the Feast of Unleavened Bread). It seems very plausible, then, that the day the Antichrist might walk into the third temple and put an end to sacrifice and offering, halfway through the 70th Week, would be a day during Passover week.
Scripture tells us that one-half of the 70th Week is 1,260 days (Revelation 11:3, 12:6). Scripture and history both tell us that sacrifice and offering were performed during Passover week (Leviticus 23:8a,12,13; Deuteronomy 16:5,6), by the Israelites, in the second and third temples. Thus, I am "sticking" to both Scripture and history.
History also tells us that the Temple Institute, founded in 1987, has one primary purpose: the construction of the third temple on the temple mount in Jerusalem. They have been saying this for over two decades. In fact, all of the implements and utensils to be used in that temple already have been manufactured. All they are waiting for is a building in which to begin sacrifice and offering, as commanded by God to Moses and the ancient Israelites.
